Summary of Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this advertisement, 01/27/2022. Time-in-Grade Requirement: Applicants who are currently federal employees and have held a GS rank at any time in the past 52 weeks must also meet the Time-in-Grade requirements by the closing date of this announcement. For a GS-13 position, you must have served 52 weeks at the GS-12. The rank may have been in any profession, but must have been held in federal service. An SF-50 indicating your time-spent eligibility must be submitted with your application. If the most recent SF-50 has an effective date within the past year, it may not clearly show that you are one year old, as required by the announcement. . In this case, you must provide an additional SF-50 that clearly demonstrates one year of class attendance. Note: Time-in-rank requirements also apply to former federal employees seeking reinstatement as well as current employees seeking appointment under the Veterans Employment Opportunity Act of 1998 (VEOA) . Individual Occupational Requirement: In order to meet the basic requirement of the Health System Administration Series, Occupational Series 0671, you must: Possess an undergraduate or graduate degree with a major study in hospital administration, health administration, public health or related fields such as business or public administration with courses in health care administration OR Analytical or administrative experience, or clinical management or supervisory experience at progressively higher levels of responsibility in the field of health care. This work may have been carried out in an operating health care facility or at a higher organizational level with advisory or managerial authority over such facilities. The work must have involved a close working relationship with facility managers and the analysis and/or coordination of administrative, clinical or other service activities, and provided knowledge of the following: missions, organizations, programs and requirements of health care delivery systems; Regulations and standards from various regulatory and accreditation groups; and government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel and procurement. Special Provision for On-the-Job Placement – Completion of an agency-sponsored on-the-job training program may replace qualifying experience, provided it includes a formal individualized training plan. Such a training program must have been conducted in an operational health care system and include: assignments providing knowledge of the basic philosophies, practices, and procedures of health system administration, as well as the policies and administrative requirements of base of government; practical assignments that provide an opportunity to apply the skills and principles of health system administration and supervision by an experienced health system administrator with periodic assessment of the individual’s progress and appropriate program adjustment of training. You can qualify based on your experience as described below: Specialist Experience: You must have one year of specialist experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the profession in the organization. Specialized experience is defined as: Knowledge of strategic planning theory, tools and implementation as it relates to leading a healthcare facility in strategic planning. Thorough knowledge of the management and organizational structure of hospitals and healthcare facilities. This knowledge includes the functional alignment of clinical and administrative services and a strong working knowledge of general clinical systems, programs and practices. Knowledge is needed to reconcile conflicting demands in preparing staff recommendations and developing new approaches to solving management problems. Knowledge and ability to apply the use of national and local benchmark performance data, statistics, actuarial projections and other financial data to perform benchmarking, make recommendations and develop initiatives. Ability to evaluate and interpret study results, make oral/written reports and presentations, prepare reports and other materials, exercise foresight, visualize effect of recommended changes and to demonstrate ingenuity and inventiveness in devising solutions to problems that are of a difficult and precedent-setting nature. Candidates who wish to claim such experience should clearly indicate the nature of their duties and responsibilities in each position and the number of hours per week devoted to this job. Physical Requirements: No specific physical requirements are involved. The incumbent may be required to work evenings or weekends as needed, as well as be willing to travel for scheduled meetings at offsite clinics, within the network and other locations. Minimal lifting is required. The work is mostly done in an office with a lot of time spent on the computer.
